Expansion of smart metering with network automation Medium voltage and integration SCADA in the urban area, Bacău county

The extension of an intelligent electricity measurement system for 16.197 small household and non-domestic consumers in a homogeneous area in Bacau municipality involves the extension of an intelligent measurement system (SMI) and the automation of the medium voltage network and integration into SCADA, as well as the technological rehabilitation of the distribution network in a homogeneous urban area, for 16.197 household and non-household consumers. The implementation of the proposed project, in which investments in the company’s energy infrastructure will be made, contributes to the achievement of the specific objective 6.3 Reducing the average electricity consumption at home level. The contribution of the project to the achievement of the specific objective of the Program is justified by the fact that, following the realisation of the proposed investment, an intelligent measurement system will be implemented within the company that will provide the necessary infrastructure to improve the management of electricity consumption from the level of the dwellings in the target area; the infrastructure purchased will allow, until the end of the sustainability period, the development of strategies that allow changes in consumer consumption behaviour in order to reduce the average energy consumption. By implementing the intelligent measurement system, the applicant complies with the regulations of the legislation in force (Law no. 123/2012, amended on 1.1.2015 – in which the requirements of Directive 2012/27/EU were transposed, according to which 100 % of energy consumers should be equipped with smart meters by 2023. This target was considered extremely ambitious, at least for Romania and its current economic context, which, for its part, revised the smart meter implementation plan applicable through ANRE Order No 177/2018. The implementation of smart metering is irreversible and the installation of mass smart meters has become a permanent medium- and long-term objective (2019-2028). In order to effectively implement these principles, it is essential to deploy smart electricity distribution and transmission networks, up to the demand site level, and even behind this limit, in the local consumer network (HAN), including the installation of smart meters to household consumers, which will enable both two-way monitoring of electricity (production/consumption) and consumer remote access to their own consumption data in real time. The Applicant and in line with the current technical level of the installations, has adopted a STRATEGY OF DEVELOPMENT OF ELECTRICAL REQUIREMENTS
