The overall objective of the project concerns measures to support vulnerable citizens from the conflict zone by implementing a settlement mechanism under the Human Capital Operational Programme 2014-2020, in accordance with Government Emergency Ordinance No 113/2022, as subsequently amended and supplemented, on a unit cost basis, of certain expenditure related to migration caused by the military aggression of the Russian Federation, as from 24 February 2022, as established by Regulation (EU) 1.303/2013 laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund and the European Maritime and Fisheries Fund and repealing Council Regulation (EC) No 1.083/2006, as amended, for Ukrainian citizens, foreigners or stateless persons from the armed conflict zone in Ukraine who entered Romania through the border crossing points with Ukraine and the Republic of Moldova, with the exception of Moldovan citizens.
