Engineering and tools for the consolidation and development of social utility structures

The project is structured around two main actions: Action 1: Promote the development of the support offer for social utility structures Identify the support needs of project owners and managers and make the existing offer legible to facilitate the access of project owners and social utility structures to this offer and mobilise the devices more effectively Prefigure an action to support structures of national scale Animate the system transfer of know-how (Pair to Pair between managers of social utility structures) Action No 2: Support the consolidation and development of social utility structures through the facilitation of the local support system (LAD). The animation of the DLA will more precisely be divided into two main areas of action: Axis 1: Mobilisation, professionalisation and tools of DLA operators (Action Sheet 2) This axis brings together actions at the service of DLA operators: Departmental, regional DLA and DLA Resource Centre (CRDLA) sectoral or cross-cutting. It includes the following actions: Animation of the dynamics of the DLA network through the organisation of interoperator meetings, the facilitation of internal communication, the advisory support to DLA operators, the monitoring, information and awareness-raising on topics related to their practice, the provision of collaborative tools Professionalisation of DLA operators through the design and dissemination of skills repository, the development, implementation and follow-up of training tools DLA operators through the creation and updating of toolkits, framing notes, etc., whether on the “business” practices of DLA operators or on priority themes to support Development and animation of operators’ information/sharing and reporting tools, namely Enée Ressources et Enée Activities Axis 2: Governance and strategy of the scheme (Action Sheet 3) This axis brings together actions at the service of the system itself, and in particular those directed to the pilots and financial and operational partners of the DLA. Examples: Support for the national management of the system: organisation of steering committees, development of dashboards, reporting. Development and monitoring of financial partnerships (European Social Fund, local authorities) and operational evaluation and measurement of the impact of the scheme, in particular through the completion of the assessment of the accompaniments carried out each year as well as the themes of support External communication (development of communication tools, standard presentations, press articles, presence at trade fairs)
