The City of Lorrain has built its major city project and developed its master plan in a genuine citizen approach, regularly consulting its citizens. The objective of this master plan is to restore a new identity to the Bourg to improve the living environment and make it more attractive to tourists, while promoting its economic development and its local job offer. The city wants to strengthen the residential attractiveness of its territory. The master plan, already under way, envisages, inter alia: On the aspect of private and commercial housing: The rehabilitation of its real estate in the centre of town with the development of new commercial spaces, the conformity, or even the reconstruction of the unsanitary housing occupied by the elderly in loss of autonomy to promote the maintenance at home, On the aspect of economic and tourist attractiveness: The layout of Bourg’s entrances; The circumvention of transit traffic in the centre of town; The restructuring of Place Joël Pamphile with the creation of an artisanal market and catering area; The creation of a maritime boulevard on the seafront; Rehabilitation of the sports complex and its surroundings; The development of the offer of tourist accommodation by rehabilitating the cottages on the edge of the sports complex; Support for the development of cottages with private landowners; The development of the land located in La Crabière to establish an equestrian centre and a kassaverie, as well as other economic activities that could enrich this space; The development of a viewpoint on the site of Crochemort; The rehabilitation of the Vivé Chapel and its access from the waterfront. The objectives of reconquesting economic and tourist attractiveness, better living in one’s municipality and efforts to improve housing, especially the elderly, give rise to new needs for services in this area. In order to strengthen and enrich the current socio-economic environment, the City wishes to act by contributing directly to this development by providing support for the remobilisation of job seekers permanently excluded from the Labour Market and making them (leaders) of the city project. To do this, while seeking solutions to local employment, particularly for low-skilled job seekers, the City wishes to develop an individualised support service that helps mobilise, revitalise and help those who remain unresolved with employment services. The aim is to raise awareness and support them individually in order to work on their integration project into working life, according to their capacities and the economic environment of the territory (current and future). With the help of the Air France Foundation, the City has already been able to accompany a first group of 10 participants selected to benefit from assistance in the formalisation and structuring of their personal professional project. However, this contribution does not make it possible to complete the envisaged support logic, with regard to the demobilisation and socio-economic specificity of the targeted job seekers. Indeed, the number of jobseekers “losing their professional identity” in the territory is significant, requiring a strengthening of the momentum involved.
