The action: “Global support for workers with disabilities in precarious situations” aims to support employment, training and the creation of activity to a specific audience: persons with disabilities whose economic and social situation is particularly vulnerable. The prescribers of the actions which are: employment offices, local missions, PLIEs, CTM Integration Service and associations that accompany the specific public, will be able to address to the URASS people with disabilities and who need to be accompanied towards professional integration. The diagnosis we have made allows us to offer this audience a “tailor-made” path that must allow it to be included in society and to be able, step by step, to regain global stability. Public CONCERNE The status of persons benefiting from the action The action is addressed to the Varois beneficiaries of the Act of 11.02.2005: Persons recognised as workers with disabilities, within the meaning of Article L 5212-13 of the Labour Code: Among the beneficiaries are particularly targeted beneficiaries holding a valid title issued by the Departmental Commission for the Autonomy of Persons with Disabilities (CDAPH), including beneficiaries of recognition of disabled workers with preferably a “labour market” orientation (Employment Centre or Cap emploi), as well as holders of the disabled adult allowance. The age of the person will not be a particular criterion of care. The status of disabled worker can be granted at the age of 16. The administrative and financial situation of the persons benefiting from the action, namely: Be a beneficiary of the RSA or be a beneficiary of the “social minima”: Adult Disabled Allowance (AAH), Special Solidarity Allowance (ASS), Or Temporary Waiting Recipient (ATA) …. 2. Strategic OBJECTIVES – Ensure a personalised, coherent and tailored integration path to the person’s disability-compatible project and environmental resources; — Mobilise the measures of common or specific rights necessary for the completion of the pathway enabling the social, occupational or health-related obstacles to be removed as a result of disability; — Facilitate the autonomy and professional integration of beneficiaries; — Support beneficiaries towards a stable and adapted occupational integration; — Offer employers in the private or public sector an appropriate service in terms of information on employment schemes, recruitment, job adaptation and job monitoring. — Send the prescriber an employability diagnosis helping for the remainder of the course 3. The prescription will be made by the referent Pôleemploi, Mission Locales, PLIE, specific associations...) The URASS, offers a personalised accompaniment in permanent entry and exit. The accompanying public will constitute an “active file”. It will have to be around 80 people per EQTP supported simultaneously. We propose to accompany around 100 participants over the duration of the action. This action will take place in permanent input-outputs, for an intervention period of 9 months. After the 9-month period, a balance sheet will be drawn up and the course may be renewed once and exceptionally once. The course in the action will therefore be 9 months or 18 months or 27 months. 4. From the beginning to the end of the course, the person with a disability will have a single contact person who will be his or her dedicated referent mission manager During the first phase of 9 months, she can be accompanied over a certain time, by the orientation psychologist. It is an innovation in this project. This professional will be in charge of being able to “emerge” a career guidance with people very far from the job and whose obstacles to the construction of a professional project are very important.
