The CAP Nord Martinique PLIE was created at the initiative of the elected officials of CAP Nord Martinique. It is co-led by the State and the General Council (CTM) Its primary role is to be a platform of territorial animation aimed at coordinating the intervention of the actors in order to optimise the offer of service provided to the most troubled audiences. It is based on a qualitative, quantitative and financial multiannual Memorandum of Understanding and annual programming. It is the subject of a mandatory evaluation that allows all its partners to monitor its progress and assess its results. The implementation of the EIPP requires resources dedicated to the animation and overall management of the scheme in accordance with the guidelines and objectives set out in the Memorandum of Understanding and the requirements related to the management of various funding, including the ESF. In addition, the ESF State OP plans to support the development of path engineering tools that formalise approaches, methods in terms of orientation of the public, sharing of diagnostics, and securing the stages of the articulation between social and professional support. Within the framework of its missions, CAP Nord Martinique through its own tools, and thanks to a fine knowledge and their multi-stakeholder dimension, both of the public and of the economic needs of the territories, is able to diagnose the needs of the territory in terms of employment to contribute to the search for new solutions and the development of an offer of integration in its territory adapted to the needs of people in difficulty. The integration offer will be built in coordination with the other actors involved in integration and employment. Through the skills mobilised and the complementary means available, the PLIE is intended to support the creation of mobilisation, training, and/or integration structures through economic activity (IAE) and employer mobilisation and mediation projects.
