Our project is to support associations in the social and medico-social sector in Martinique to equip themselves with protective equipment to be able to continue their mission in this period of health crisis. This project will allow member associations to meet their needs in response to COVID. The provision of protective equipment for the benefit of staff at the earliest possible date constitutes an “imperative emergency” recognised by law in the light of the current health crisis. Indeed, it is the guarantee to be able to continue the social and medico-social support that is absolutely necessary for the most vulnerable audiences in our society. For this project, purchases of protective equipment will be made by the URASS which will make this equipment available to its members. Purchase invoices will be made in the name of the URASS and deliveries will be made directly to the associations. Concretely, some purchases responding to the most urgent needs were made as of 1 May 2020, in order to ensure the continuity of the care of the audiences welcomed, or to meet the requirements allowing the reopening from 11 May of certain structures. These purchases were governed by the measures to relax competition rules as provided for in Article R2122-1 of the Public Order Code, taking into account the Emergency Health Act, and Order 2020-319 of 25 March 2020. At the end of the planning of the operation, the other planned purchases will be carried out, within the framework of adapted consultation procedures.
