The operation is divided into a so-called Covid 19 crisis preparedness phase and a so-called Covid 19 operational response support phase – Adapting the SIS Internal Business Continuity Plan to Covid 19 – Ensure an operational response adapted to the Covid 19 crisis through significant support from hospital facilities and urgent medical assistance in the care of patients and suspects of Covid 19: From the beginning of the crisis, in conjunction with the CHRU, the SAMU and the ARS, STIS implemented internal arrangements to raise awareness and prepare its actors and components for the pandemic and to prepare an operational response of firefighters, independently. The massive mobilisation of the executives of the first days made it possible to retain a dozen executives, to formalise the preparation for the imminent occurrence of a crisis, and then to respond to the additional requests Covid 19 by participating in crisis management. In a second step, in the face of the rapid increase in the number of people impacted, a specific system, dedicated to Covid 19, is put in place from 18 March to 30 May 2020, to provide an adapted response to the unprecedented health situation. These two objectives have been translated into actions implemented on the ground. Thus, the dedicated means of firefighters have carried out, almost 85 % of Covid19 care interventions, thus responding to all the demands of the population. Various periodic penalty payments (Cadres, doctors, psychologists) are set up by STIS for the support and support of the staff involved. Additional training on the implementation of specific Covid 19 provisions and protocols is provided internally for all Fire and Rescue Centres (CIS). They accompany the allocation of additional resources specific to infectious risk. In a third step, at the end of the mobilisation of a fire center dedicated to Covid 19, reinforcements are generalised to the whole of Martinique, through specific training actions for the disinfection of VSAVs (chefs de garde and chefs d’agrès). Finally, the establishment of 3 Fire and Relief Centres dedicated to disinfection of all ambulances (VSAVs) after taking care and transport of COVID-19 patient allows to adapt to the new security requirements.
