In the exceptional context of a health crisis and in accordance with the national provisions set out by the President of the Republic, the Community of Saint Martin has fully mobilised itself around three major objectives: — Contribute to curbing the spread of the epidemic – Preserving the health of our citizens and agents of the Community – Ensuring the obligation of continuity of public service, respecting legal and regulatory constraints Thus, a public service continuity plan has been established for the entire duration of the crisis and specifically for the lockdown period that continued until 11 May 2020. A specific crisis management organisation has been set up within the Community with each of the directorates concerned with continuity of public service, taking into account the situation of staff identified as subject to medical risk. To this end, the role and level of commitment of each directorate with regard to crisis management have been identified, taking into account the nature of their public service mission: — Directorates which are indispensable in the context of crisis management, – Directorates which are of a necessary nature in the management of the crisis, in particular in terms of supporting the other directorates, – Directorates whose missions are temporarily suspended during the crisis period. Thus, all staff members whose physical presence is indispensable or necessary in their service have been granted during the period of confinement a professional travel authorisation issued by the Community. Protective equipment (gloves, masks, hydroalcoholic gel or soap) was provided.
