It is a project to implement the CACEM Local Plan for Insertion and Employment (PLIE) which constitutes a mechanism for bringing public interventions into line at the local level in order to promote access to or return to employment for those most in difficulty. The PLIE’s mission is to support the public furthest from employment and who are at risk of exclusion through the implementation of individualised pathways aimed at their qualification and sustainable professional integration. A platform for coordination and consultation of stakeholders in its territory, it acts in partnership with other local authorities, companies and organisations involved in the integration and employment sector. The action plan is divided into two main points: Integrate and support audiences very far from employment. With unemployment rising for several years, the population in poverty is growing year by year. At the same time, local employment statistics continue to count unfilled jobs in the CACEM territory, including low-skilled jobs, By improving the approach to facilitate apprehension and access to the scheme by the public and partners in the territory, by structuring an approach in the form of benefits to identify and evaluate situations very early, the CACEM PLIE will be able to better identify the audiences furthest away from employment and better take them into account in the dynamics of individual pathways. The aim is also to make it easier for long-term job-seekers excluded or at risk of exclusion to engage in an occupational integration approach. 2.
