The Local Plan for Integration and Employment aims to animate, coordinate and communicate in order to improve the efficiency of its interventions. The objectives are to improve the animation of the scheme, to optimise the coordination of actions and to implement a communication plan allowing a better knowledge of the PLIE by the target audience and the partners. In order to achieve these objectives, the animation and coordination of the plan has 8 main tasks that the PLIE team must strive to implement: 1: Mobilising and coordinating the actors and the means The mobilisation of the actors requires the ability of the PLIE to share its operational approach to all the institutions and techniques of the territory. This coordination places the participant at the heart of the actions carried out by the partners. The South Espace PLIE organises and coordinates at least once a month the meetings for coordination and follow-up of participants’ journeys in an operational manner. The actors coordinate to provide the appropriate answers to the problems raised during the diagnosis. 2: Coordinate the management of the courses by animating the network of route referents The referents are the guarantors of the coherence of the courses of the participants they have in their portfolio in view of the objective to employment. In Martinique, unlike other territories, referents are employees of associative structures and outside the institutional field (PE, ML, ALI, …) recruited by means of public procurement. The Southern Space PLIE ensures that referents are not isolated in the organisation of their approach and links with notionals to enable them to act on common law measures. However, it remains important to strengthen meetings and exchanges with the PLIE team but also with external service providers in the context of seminars or workshops, to support them in the formalisation of their network, and in particular that of the economic sector. 3: Animating the technical and political bodies of the PLIE (cotech, COPIL, monitoring committee) To organise the coherence of its intervention policy in favour of the targeted population, the PLIE must base its intervention on a clear political porting, known to all and regularly adjusted in the light of its results and the evolution of the socio-economic environment. The implementation of the PLIE actions are monitored by the Commission "Social and Solidarity Economy & #8211; Employment training of the Community of Agglomeration of the South Space. However, the PLIE must obtain the approval of its Steering Committee, the only body guaranteeing commitments aiming for the desired efficiency in favour of the care of its public. 4: To implement training-oriented engineering and financial engineering for the structuring of adapted courses In order to provide a response adapted to the training needs of the participants, the PLIE as part of its latest programming has identified the training activities available in its territory. For this programming, the objective is to accompany the southern area to implement a methodology for structuring the training orientation of PLIE participants In addition, in order to better mobilise European funds, the PLIE will call for technical assistance; 5: acquiring the IOD method to support employment The PLIE must set up and federate a network of socially responsible entrepreneurs that will gradually build a file of companies partners of the PLIE. Building on past experience with the creation of mission managers’ facilitating clauses and relationship manager positions, this mission consists, among other things, of organising and implementing a network of socially responsible buyers allowing the integration of PLIE participants into the world of work. We report the corresponding expenses in file 3.1. In addition, the acquisition of intervention methods allowing better support to and in employment is envisaged. 6: studying the deployment of third places in favour of PLIE participants In order to overcome isolation and boost its territory, citizens have been creating third places for years in order to develop the “doing together” and to reconnect. These places are central actors in the life of the territories and the lives of the participants of the PLIE. The activity of third parties should contribute to the economic development and activation of local resources. 7: Evaluate the action of the PLIE by the participants Benefits will be provided in order to observe the courses offered to the participants and to evaluate the actions of the PLIE over this programming period. 8: Communication to make the PLIE (re)recognise the PLIE The PLIE as part of its programming plans to put in place communication actions in different forms and supports in order to make its presence, its role and its place more visible.
