The Facilitator intervenes upstream of the procurement process by promoting the scheme to potential contractors and advising them on the choice of procedures, operations and sectors of activity. Downstream of the award, its mission is to implement the social clauses by informing and accompanying the companies awarded. It establishes territorial partnerships with the actors of integration, training and reception and guidance of the public in order to build the offer of integration. It must also monitor the system and evaluate its implementation. The presence of a facilitator of social clauses is the sine qua non condition for making good use of social clauses. The facilitator performs an intermediation function between all relevant partners: the client, companies, people away from employment, the public employment service and the actors involved in economic activity. It is the partnership and territorial one-stop shop. Assistance to contractors operating in the territory of Carcassonne Agglo takes the form of aid for the selection of contracts which may include a social clause, the calculation of the hours to be carried out, and the drafting of the legal documents in the company consultation file relating to the clause. Support for selected companies shall cover the number of hours to be spent and assistance in implementation and its modalities. The facilitator clause will define with the company the appropriate job profile for implementation, then direct and connect the persons eligible for the device resulting from the live tracking (with professional referents) or through the structures of the IAE. Through professionalisation or apprenticeship contracts, the clause also makes it possible to develop new skills within the tenderers themselves. A follow-up of the person on the site is also carried out. Any updated needs shall be traced back to the relevant structures. The facilitator monitors the implementation and validates the objectives to be achieved by the company.
