R+ INSERTION AND RETURN TO EMPLOYMENT ALLOWANCE

The integration of people into the RSA has long been one of the main objectives of the Department and more particularly in this period of combating the spread of COVID-19, the Departmental Council has strongly committed itself to facilitating the socio-professional integration of BRSAs, by supporting their resumption of activity. Also, to limit their travel a distance procedure has been implemented in order to verify the pre-eligibility of the BRSA (questionnaire). This is done by means of a telephone call platform with a free number: 0801900330 (free service & call). The Insertion Advisor (IC), referent of the call then sends the interview questionnaire by email to the Head of Prevention Polyvalence Insertion, so that a CI in the sector can process the R+ file. As part of the recentralisation of the effective aid on 1 January 2020, the CAF(*) of La Réunion was entrusted with the management of the RSA. (*) The Caf de La Réunion is therefore competent over the entire upstream process (the instruction of the RSA’s request, the methods of monitoring, evaluation and control (in Annex Article 2 – Decree n° 2019-1485 of 28 December 2019). Measure No. 7 of the PETREL Plan adopted by the State and the Department in 2020, introduces a new mechanism to encourage the activity of beneficiaries of the RSA to take over. Its objective is to strengthen support towards the sustainable inclusion of this audience. This new R+ experimental scheme will result in combining the income from activity with the benefits received in order to secure the integration paths. The R+ is a departmental aid in the form of a monthly allowance paid over the duration of an eligible integration course, called “R+ course” and enhanced support from an Insertion Adviser. This scheme covers the duration of the contract up to a maximum of 12 months. This allowance is not taken into account in the calculation of entitlements to national solidarity allowances. Therefore, it can be cumulated with the latter and with the income from activity. The R+ compensates for the loss of allowances (RSA and Housing Allowances) following the resumption of activity. It complements the Activity Premium to maintain the level of allowances as close as possible to the level received by the household prior to the resumption of activity.
