Grenoble Alpes Métropole – ACCOMPAGNEMENT RENFORCE FOR EMPLOYMENT REFERENT OF PARCOURS OF THE PLIE-Grenoble (internal)

The pandemic we have experienced since March 2020 has important repercussions on the economic situation of our country, both for citizens and for the business world (sectors such as tourism, hospitality, catering, events, air transport, aeronautics and automotive have already identified as being in difficulty despite the various state aids). In this context where many uncertainties exist and where the conditions for carrying out the tasks of professionals fluctuate according to the evolution of the health and economic crisis, we must adapt our support methods as best as possible to meet the needs of socialisation and return to employment of our public. The Grenoble Nord and South Employment Houses are composed of 10.95 FTEs of PLIE route referents. They intervene in all sectors of the municipality of Grenoble. To avoid any interruption of support, it is possible to accompany participants domiciled outside this scope of intervention, especially if this is justified with regard to the necessary continuity of support. The missions of the PLIE referents of the Metropolis are as follows: — identify the problems encountered by the participant; — coordinate its job search efforts by mobilising all the skills, networks and means necessary to enable access to and maintenance of employment under ordinary law (CDI, CDD of more than 6 months, creation of a business) or the validation of qualified training; — enable the participant to be an actor in his/her journey by ensuring that the participant has all the relevant information that allows him or her to have direct access to job offers; — ensure that a group dynamic is created between the participants, in particular by setting up collective time; — participate in the dynamics of the network: it keeps itself informed, at all times, of legal developments in intervention frameworks related to employment, training, integration, occupations and the fight against discrimination. In this context, PLIE engineering teams may propose actions generating network dynamics; — to ensure the support of the person and the mobilisation of appropriate actions throughout the journey (participation in collective actions provided by the Employment House or its partners, orientation to positions in SIAE and follow-up during employment, qualification or socio-professional training) and follow-up in employment up to 6 months after the participant’s integration into a sustainable job when this seems relevant; — enter the tracking data on the software made available by PLIE (currently PLIE ViEsion). These entries must allow the editing of the various requests necessary for the monitoring of the activity of the referent, the preparation of the operator’s annual activity balance sheet and the editing of the elements necessary for the follow-up participants expected under the ESF. The course of the accompaniment courses will take the following form: — Maintenance of the first contact with the referent through a physical interview, following the referral of persons benefiting from the RSA or not to the RIP, in particular for the drawing up and signature of the PLIE (Reciprocal Commitment Contract) contract for the recipients of the RSA. — Aim to maintain a monthly contact with the PLIE travel referent, with, for example, an alternation of face-to-face and remote appointments. In addition, for participants in training, employment, the monthly contact may take the form of a telephone or video exchange, or an email. — depending on the needs of the user, in order to maintain contact with the professionals assigned to this operation, between individual interviews with his/her travel referent, several methods may be activated: either an individual or collective physical interview(s), such or in video with the career referee, or a participation in a collective action of the employment integration department or partners that will be the subject of traceability in its accompanying journey. — the maintenance of less intensive support may be purely dematerialised, during the first 6 months of taking up the post of users on a “classic” job, from the creation of an activity or until the validation of qualified training and to ensure the consolidation of the situation of the user.
