The PLIE is a mechanism for ensuring the coherence of public interventions at the local level in order to promote access to and return to employment for those most in difficulty. As a coordination platform, the PLIE mobilises, for the achievement of clearly identified quantitative and qualitative objectives, all actors involved with the State and the Public Employment Service in the field of social and occupational integration: local authorities, businesses, and professional social organisations, integration structures through economic activity, associations (see the diagnosis in the PLIE protocol). Its territorial organisation allows for consultation, both in terms of strategic animation and in the fields of engineering and technical realisation. Since its creation, the staff working under the PLIE have been members of the territorial civil service, recruited by the legal support authority of the system. In order to provide local support, the Employment and Integration Service implements offices and duty stations: an office in the city centre of Nice (Blacas) an office in Cagnes-sur-Mer an office in Vence an office in Saint-Laurent-du-Var an office in the Moulins district in Nice an office in the Ariane district in Nice an office in Carros an office in the Pasteur district a permanence in Saint-Martin-du-Var In order to provide quality support, PLIE partners limited the active line of support by referent to 80 people registered in the PLIE. The support offered to each participant consists of individual interviews with a single referent and collective actions determined by a diagnosis made at the entrance to the device. The referent and participant jointly develop a pathway that will allow the participant to remove their peripheral barriers to employment and achieve stable and sustainable employment. Step points and possible readjustments are carried out regularly during follow-up interviews. The referent has at his disposal a toolbox made up of actions and workshops that will allow the participant to progress throughout his career path. Referents will use the actions of the PLIE toolbox: revitalising workshops by IT, 70 hours of time for employment, workshops to help define the professional project, collective of the participants of the PLIE, intervention of a psychologist, financing of individual trainings, in order to propose a course engineering meeting the specific needs of the accompanied public. The “accompanying” operation is scheduled from 1 January 2022 to 30 June 2022.
