DEMOLITIONS TOUR RUE SALVADOR

The Piscine district in Petit-Quevilly, located in the priority area of the City, is presented as a central district, with a high population density and large size compared to the scale of the commune. Close to urban development areas (Ecoquartier Flaubert, Petit Quevilly Village, Chartreux-Rondeaux), it is well served by public transport and connected to structuring roads on the Metropolis. Nevertheless, in order for this district to maintain a residential vocation with a mix of housing and continues to offer shops and equipment connected to the sectors of local activities and the major employment poles of the left bank, a first urban renewal program was developed by the city and its partners on the Nobel-Bozel district (defined as the lived territory of the current priority district of the city’s policy). These interventions did not foresee demolitions, but rather the consolidation of the offer of municipal services, the enhancement of one of the four entrances to the district by transforming the template of Neruda Street (the backbone of the neighborhood) and the residentisation/requalification of several buildings. However, no major intervention could be undertaken on the assets of social lenders and private co-ownerships. A second urban renewal programme was launched by the city and its partners in 2015 to increase the diversity of housing and strengthen the opening of the neighbourhood and the mobility of the inhabitants. The City has conducted a diagnostic study of urban, architectural and technical feasibility that plans to demolish the Logirep tower (5 Salvador Allende Street) which includes 99 housing units and an underground car park. 16 % of the dwellings are currently vacant in this tower and part of the car park is condemned, reflecting a lack of attractiveness of this habitat and a marked deterioration of this infrastructure. This demolition was studied and carried out in partnership with all stakeholders in the neighbourhood during the establishment of the 1st master plan of the Swimming Pool in 2007. This urban renewal operation is located in a district eligible for the NPNRU (site of national interest) and is part of the Protocol for the Prefiguration of Urban Renewal Projects and has obtained an early start authorisation from the ANRU (COPIL NPNRU of 1 April 2016) in view of the large number of relocations to be carried out. Actual demolition is planned for the start of the development and restructuring of the district. This demolition project is therefore necessary to carry out the urban renewal project of the QPV La Piscine district and is available as follows: Action 1: Consultation and rehousing procedure prior to demolition The urban and social mastery (MOUS) selected by Logirep will be responsible for carrying out the action 1.The following will be: — To present the project and its constraints to the occupants (including off-site rehousing) – Establish a climate of trust between tenants, the owner (Logirep) and the provider – Collect information on the socio-economic characteristics of households and their expectations, which are necessary for the development of a rehousing strategy. —Communicating and setting up a suitable system as part of the rehousing (support, planning, constraint and off-site opportunity.) Actions 2 and 3 will be carried out by the project master selected in partnership with Logirep (contract manager). Action2: Diagnostics will be carried out to know the exact quantification of the necessary work and to establish a methodology for intervention on a polluted and degraded site. Action 3: The demolition of the tower (5 Salvador Allende Street) of 99 dwellings and the buried degraded car park will be carried out in stages: asbestos removal, curing and then demolition.
