Yesterday characterised by port and industrial activities, the western districts of Rouen are now integrated into the center of the agglomeration, at the entrance to the city of Rouen. The mutation has been accelerating for about ten years under pressure from developers who invest large plots. Disparate urbanisation and lack of amenity alert new elected officials, services and inhabitants today. That is why the City of Rouen took, on December 17, 2020, a deliberation for the creation of a perimeter of study allowing to stay the proceedings for ten years on planning authorisations. This pause period, which it is reasonable to limit to two years, will be used to carry out an urban study in order to clarify the framework of a virtuous change of the neighborhood. Proposals for amendments should be drafted by the end of October 2022 for implementation in June 2023.
