2023 – Development of a bicycle development avenue du Mont Riboudet and quai Gaston Boulet in Rouen

With 1.7 million daily trips on the territory of the Metropolis, the mobility of individuals is a central issue in the success of the energy and ecological transition of the territory. In the face of the omnipresence of the automobile, the poor air quality in the city, the climate crisis, the degradation of environmental quality, the living environment and public spaces, the promotion of active mobility for everyday travel has become an imperative. Efficient urban mode, healthy and respectful of the quality of life of the inhabitants, cycling is a very credible alternative to the use of the car by allowing speeds much higher than the private car, promoting physical activity beneficial for health and giving public spaces functions that the immoderate use of the car has caused them to lose for forty years. However, at the level of the Metropolis, the modal share of the bike has stagnated for more than a decade at 1 % while the car remains widely used for short distance travel: 40 % for journeys less than 3 km, 45 % for journeys less than 5 km and 51 % for trips below 10 km. The Rouen Climate Agreement (COP21) of 29 November 2018 publicly affirmed the metropolitan ambition in terms of public space and mobility, setting as a priority objective to minimise the still too important place of car and self-solism (use of a private car by a single person) and facilitate the emergence of modes of transport less consuming public space and cleaner. As such, the Climate Plan Air Energie Territorial (PCAET) has set a target of 5 % of the modal share of bicycles at the level of the Rouen Normandy metropolis and a target of 10 % of the modal share bike on the dense urban area (Rouen and its first crown). To this end, the Metropolitan Council adopted on 13 December 2021 the creation of a structuring and hierarchical cycling network along the lines of the public transport network, which will remove one of the main obstacles to cycling safety. This cycling network is built on two levels: — The first level (N1) also called “Réseau Express Vélo” (REV) was designed based on a specific analysis of home-work and home-study travel and the study of links between poles generating travel throughout the metropolitan area. Itineraries thus meet the real needs of users and priorities for development are identified where the potential demand is greatest. This potential network was then the subject of technical and financial feasibility studies that refined the routes and discarded sections for which the available right-of-way did not allow the expected developments to be made. The REV consists of 12 routes representing a line of 143 km, including 41 km of existing cycling facilities. — The second level (N2) called “Interconnected Bicycle Network” (RIV) is designed to provide links between the N1 network, centralities and facilities of interest (public services, schools, sports and cultural facilities, etc.). The Interconnected Vélo Network is co-constructed and coordinated with local elected representatives, associations and technical services; it will eventually form a dense territorial mesh and complementary to the Express Vélo Network. The project submitted belongs to the “REV”. The route of which the project is part, must eventually connect the municipality of Canteleu to Saint-Léger-du-Bourg-Denis for a linear of about 12 kms. The project consists of creating a 3-metre wide bidirectional bike path on the south shore of Avenue du Mont Riboudet and the Gaston Boulet wharf in Rouen. This secure route will extend over 1 630 ml.
