The general objective of the project is to continue the support measures for vulnerable citizens from the conflict area by continuing to implement a settlement mechanism under the Human Capital Operational Programme 2014-2020, in accordance with the provisions of Government Emergency Ordinance No 113/2022, as subsequently amended and supplemented, on a unit cost basis, of certain expenditure related to migration resulting from the military aggression by the Russian Federation, as of 24 February 2022, as established by Regulation (EU) No 1.303/2013 laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund and the European Maritime and Fisheries Fund and repealing Council Regulation (EC) No 1.083/2006, with subsequent amendments and completions, for Ukrainian citizens, foreigners or stateless persons coming from the area of armed conflict in Ukraine, who entered Romania through the border crossing points with Ukraine and the Republic of Moldova, with the exception of Moldovan citizens.
