The main objective of the investment is to ensure an increase in the sustainable use of the objective ‘Mihail Kogalniceanu-Constanta International Airport’ by ensuring safety, in compliance with the requirements of Commission Regulation (EU) No 139/2014 laying down technical requirements and administrative procedures related to aerodromes pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council and Annex to ED Decision 2016/027/R Certification Specifications and Guidance Material for Aerodromes Design CS-ADRDSN Issue 4 of 8 December 2017 with a view to ensuring passenger safety, respectively Order No 129/2016 approving the Methodological Rules on Fire Safety and Civil Protection Approval and Authorisation. Among the main objectives of the activity of SN Mihail Kogălniceanu International Airport Constanta SA there are also the following: - coordination of airport activities and services necessary for the ground servicing of aircraft, passenger and freight traffic, services necessary for general aviation activities; - ensuring the safety of passengers, aircraft, installations, equipment, buildings and transported goods, in accordance with national and international regulations in the field of civil aviation. The proposed facilities are aimed at increasing the safety of aeronautical operations that take place at the airport, supporting the growth of air traffic by providing diversified, quality and timely services, improving the operating conditions of aircraft and ensuring safety in unfavorable weather conditions, as well as aligning with current environmental protection rules by equipping with equipment that respects the environment, including low noise and low carbon emissions. By making the required independent facilities, the conditions for solving the problems will be ensured, which become more stringent with the increase and increase of the traffic volume at the airport. The procurement of equipment intended for aviation safety is subject to the provisions of the General Transport Master Plan of Romania (MPGT), approved by Government Decision No 666/2016, a programmatic document which provides in Annex 10.49 (page 963) that, as regards the Mihail Kogălniceanu Constanta International Airport, it is necessary to purchase ‘navigation assistance, security and safety equipment and machinery in accordance with MPGT standards’. The investment project falls within the eligibility period as described in the Applicant’s Guide for the Development of Airport Infrastructure – Public and Private Beneficiaries, which regulates Priority Axis 2 (PA) Investment Priority 7c, Specific Objective 2.3 (SO), as well as the specifications in the Implementation Manual for LIOP Beneficiaries 2014-2020. Implementation of the project "Supplementing the operating capacities of
