Sustainable Mobility Infrastructures for Low Emissions and qualitative Service

Nantes Métropole has launched an investment programme in urban development mobility sector. The funding package comprises a €200 million loan from the European Investment Bank (EIB) for the total project complemented by a €30 million grant from the European Commission. The Sustainable Mobility Infrastructures for Low Emissions and qualitative Service (SMILES) project comprises the following investments in the Nantes Métropole area: upgrade and renovation of 3 lines of the tram network, renovation of rolling stock (renew tramway fleet by purchasing and commissioning 46 new tramway vehicles), construction of a tramway technical and operational centre, construction of an intermodal relay/exchange Hub (park & ride facility), extension of a tramway line and development of 38 km cycle paths. The project, as described in the French Territorial Just Transition Plan for Pays de la Loire, will contribute to support behavioral changes towards more sustainable mobility, improve accessibility to the public transport network inter-modality and develop active mobility with the objective to reduce Green House Gas (GHG) emissions and contribute to the achievement of the EU Green Deal carbon neutrality objective by 2050. These investments are expected to improve the performance and quality of the tram network, develop intermodality, strengthen the quality and diversity of public transport provision in the Nantes area, offering an alternative to private cars, encourage soft mobility and behavioral changes for the local and regional citizens towards more sustainable urban mobility. The new infrastructure should improve the efficiency of the transport network and thus bring benefits in terms of time savings, reduced road congestion and improved accessibility in the Nantes area. The investments should thus contribute to reducing GHG emissions (expected to be reduced by 21 000 teq CO2 annualy) and 106 jobs are expected to be created . An increase in modal share of cycling users from 3% to 12% by 2030 is also expected. The investments will contribute to decrease the modal share of individual vehicles from 44% in 2015 to 28% in 2030 (-16%). In total, 672 420 people/users are expected to be positively impacted by a better offer of more efficient, affordable, and environmentally friendly transport services.
