With a view to non-institutionalisation, the project aims to improve the autonomy of HSPs and their freedom of choice by adapting existing arrangements. Its two axes focus on better living at home and better social participation. 1 Independent living: at the start of personal assistance services, the axis aims to meet the needs of a wider target audience. Concretely, this will involve extending services within the place of life (expanding working hours, tasks, roles) or social inclusion (social, school, professional activities, etc.) and supporting relatives. This means decompartmentalising services and improving the labour market through better training and the attractiveness of the sector. 2 Technical assistance: the axis aims to provide support for the rapid and flexible provision of technical aids via a loan system in order to respond quickly and flexibly to emergency situations and the evolving needs of people, while avoiding the abandonment of the aids acquired. The model also makes it possible to monitor changes in the user’s disability situation, abilities, needs and life plans.
