The Pays de la Loire Region is adapting and developing its lifelong guidance and training schemes on the basis of its competence in the field of career guidance and as part of its employment support policy. The Pays de la Loire Region is requesting an ESF+ grant application for the project ‘Improving guidance and promoting skills training through the deployment of the Big Bang of employment and the regional finals of the Worldskills skills competition’ over the implementation period from 01/01/2022 to 31/12/2025. The Big Bang of Jobs is an unprecedented and original event in the form of a tour of the five prefectural cities of Loire, which offers visitors a complete route from orientation, the discovery of jobs, to job search. In addition, the Region is stepping up its involvement in the organisation of the regional finals of the Worldskills competition, with the following objectives: - to show the reality of the professions, - to highlight the sectors and training paths of the local professions, - to support young people and their families in the career path, - to highlight the excellence and specificities of the sectors of the Loire economy and their professions, - to strengthen the link between the actors of the regional territory. The operation is implemented by contractors selected under public procurement contracts. Given the strategic importance of this project for the Pays de la Loire, the operation relating to the deployment of the ‘Big Bang de l’Emploi’ on the territory of the Loire region is regarded as an ‘operation of strategic importance’. Regional in scope and affecting all the territories of the Pays de la Loire, meeting the concrete expectations of the various audiences, this operation is by its nature ideal for demonstrating the action of the European Union as close as possible to the citizens. At the end of the investigation, several points make it possible to select an appropriate opinion: - The nature of the operation, the objectives pursued, and the audiences concerned are relevant to Specific Objective 4.5 “Improving the quality, inclusiveness, effectiveness and labour market relevance of education and training systems” of the Regional Programme ERDF/ESF/JTF 2021-2027. - The monitoring and management tools put in place will allow the transmission of documents and deliverables during the balance sheets and necessary for the verification of the implementation of the actions. - The projected target value of the result indicator at the end of the operation, i.e. 75 000 people who benefited from the actions, is satisfactory and realistic. - The principle of equal opportunities and non-discrimination is taken into account directly in the project. - Compliance with ESF publicity is well provided for by several means of communication and information. In the light of these factors, the instructing department gives a favourable opinion.
