Within the framework of its competences, the Pays de la Loire Region organises and implements a training offer via its professional and continuing training service in order to meet the qualification needs of low-skilled public and by allowing economic actors in the Loire region to have the skills they need to develop their activity. The Pays de la Loire Region is requesting an ESF+ grant application for the deployment of the "Visa métiers" scheme over the implementation period from 01/01/2022 to 31/12/2025. The request for co-financing relates to qualifying training sessions in the territories of the Pays de la Loire region, in particular in sectors of trades in tension (industry, construction, agriculture/landscape, logistics transport, services to people). The training measures are aimed primarily at jobseekers and persons under the jurisdiction of the courts. The aim of the scheme is to promote the qualification and professional integration of people who are far from work by enabling them to carry out individualised training courses adapted to their skills and competences. Training is provided by service providers selected in the context of public procurement. The human resources allocated for monitoring the implementation of training measures and for administrative and financial support are adapted to the scope of the scheme. The monitoring and management tools put in place will allow the transmission of documents and deliverables during the balance sheets and necessary for the verification of the implementation of the actions. Results and forward-looking targets are relevant. The quantification of targets over the implementation period should contribute to achieving 100% of the output indicator and at least 75% of the result indicator defined overall in the programme for specific objective 4.7 ‘Promoting lifelong learning (upskilling, reskilling, transition, mobility)’. In the light of these factors, the instructing department gives a favourable opinion.
