In accordance with the requirements of Guadeloupe’s Regional Waste Prevention and Management Plan (PRPGD) in 2016, which provides in particular for the creation of 17 waste disposal sites in Guadeloupe, the Communauté d’Agglomération du Nord Basse-Terre (CANBT) wishes to equip the town of Petit-Bourg with a waste disposal site in order to rebalance the territory in terms of waste disposal. The decision to bring the creation of a waste disposal facility to Petit Bourg stemmed from a reflection on the deployment of structuring equipment for waste collection in different parts of Guadeloupe. Thus, the Guadeloupe Region, wishing to encourage this action, proposes a transfer of project management for the construction of waste disposal facilities through an agreement signed on 29 September 2018. In addition, the waste collection situation in Guadeloupe is of particular concern. Indeed, it has three major drawbacks: - waste streams collected door-to-door are mainly treated by landfill and are therefore not recovered, - the operating cost of managing waste collected door-to-door is very high (on average 190 euros/tonne compared to 110 euros/tonne for waste collected in waste disposal), - the renewal of litter deposits, deposited on the roadside outside the collection dates represent a nuisance for residents. The creation of waste disposal facilities is an answer to all these problems.
