The commune of Englefontaine, in Avesnois, has a school and its canteen, a party hall, its town hall and its municipal postal agency. Committed to improving the quality of life of its citizens, the municipality wishes to look to the future with the desire to give back to these essential infrastructures all their brilliance by adapting them to current needs and turning them into structuring equipment. It has therefore embarked on a global reflection and wishes to go beyond the simple physical renovation aspiring to rethink these places by questioning their uses, to meet not only current standards, but especially the expectations and aspirations of each citizen. To carry out this ambition and this project(s), the municipality is aware of the budgetary limits. This is why, in addition to the subsidies that can be mobilised, it wishes to control its expenditure in order to be able to finance part of these investments. To do this, an action plan and a methodology have been defined, the first phase of which is to act on operating and energy expenditure. This is reflected in the construction of a wood boiler room and a technical network to heat its buildings. Thanks to this investment and budget management , it will be possible to start an investment policy that will make it possible, over the equivalent of the duration of a mandate, to carry out the renovation of all the buildings.
