HEBMA - Hydraulic and Environmental Development Works of the Meuse Upstream Basin

The upstream basin of the Meuse (departments of Haute-Marne and Vosges) is highly vulnerable to flooding (TRI Neufchâteau; The flood of 2001 affected 300 municipalities and caused material damage estimated at EUR 18 million). Paradoxically to their situation at the head of the watershed, the watercourses of the territory are mostly in poor condition (recalibrations, scrubbing, suppression of the ripisylve, drainage of wetlands, old structures, etc.). The HEBMA development project is a joint project for flood prevention and restoration of aquatic natural environments. He is registered at the PAPI de la Meuse. It has two objectives: - reducing vulnerability to flooding by means of so-called hydraulic installations - improving the ecological quality of watercourses by means of so-called environmental installations. About thirty developments are planned in the departments of Haute-Marne (52) and Vosges (88), on the Meuse and 5 of its tributaries: Anger, Flambard, Mouzon, Vair, Saônelle. The first works took place in 2022. Other projects are expected to continue until 2025.
