In this project, the social enterprises GreenFox Social Return and TechGrounds work together to train people with a distance to the labour market in the region of The Hague to become IT professionals and to guide them to a job with employers in the region, in order to fulfil their social return obligations. Social return obligations are increasingly part of procured government contracts. Companies that win a tender are then obliged to involve a certain number of people with a distance to the labour market in the execution of the contract. In the Netherlands, approximately one million people with a distance to the labour market fall under the target group social return. These are people with working capacity who, sometimes under suitable conditions, are able to work but need help finding work. Causes may include: a disability or chronic illness, membership of a minority group, lack of experience, financial debts or the need to provide informal care.
