The goal of the pre-study is to investigate the possibilities for a comprehensive work regarding establishment and investment in Västmanland. The pre-study also includes reviewing and giving suggestions on how an organization of such an effort could look like. Furthermore, the preliminary study will produce quantitative data and carry out qualitative studies in all municipalities in Västmanland with the aim of identifying needs, strengths and identifying areas with particularly strong competitiveness that in the future can attract national as well as international establishments. The main target groups for the pre-study are Västmanland County's municipalities' business units. Västmanland County all ten municipalities will be involved in the preliminary study in the role of both promoter and need owner. When the pre-study is completed, the goal is that a decision on the future venture can be made based on the results of the pre-study.
