The pre-study aims to investigate, clarify and concretize the conditions for how the actor ecosystem in Jämtland Härjedalen can work to develop skills for smart specialization based on needs, challenges and strengths from the perspective of manufacturing industry and industry-related service companies. What bottlenecks and lock-in effects are currently found in our support systems based on our geographical conditions. This is to contribute to a good governance of the regional smart specialisation strategies. The goal is to develop knowledge bases that can form the basis for a future collaboration project in order to contribute to the challenges addressed in the regional fund in smart specialization adapted to the regional conditions and how supportive collaboration structures can be built based on the lock-in effects that today can be found in our support systems.
