Norrbotten is the centre of the industry's green transition. Investments in both existing and new operations in Luleå, Boden and the rest of Norrbotten mean increased freight volumes by road, rail and sea. The road transport system between road E4 and the Port of Luleå, the TEN-T road network and the TEN-T port contains shortcomings, which are reinforced by the industry's ongoing and planned growth. Norrleden is a possible new road and link between the E4 and Luleå port that is pointed out in Luleå municipality's master plan. The feasibility study will establish two scenarios for road transport between Luleå port and road E4: Scenario 1: Norrleden Scenario 2: The pre-study will contribute with increased knowledge of needs and benefits as well as a basis for well-balanced decisions on future measures to meet industry's and society's needs for efficient logistics chains through multimodal transport solutions.
