The last few years have been characterized by a pandemic, war and economic crisis, at the same time as more and more parts of society are being digitized. This places new demands on employees to develop their skills continuously, while at the same time it places demands on employers to find ways to retain and develop the skills of their employees. The conditions for lifelong learning are an important factor in adapting to a changing world, both for individuals and for employers. The County Administrative Board of Skåne and its employees, like other employers, face major challenges when it comes to skills supply. It is about equipping employees for the future labour market, while the County Administrative Board of Skåne must work actively to create a skills supply plan ahead in order to recruit and retain the skills required to maintain operations. One opportunity to work to secure the future compensation supply needs and increase the ability to retain competence within the organization is to work with staff loans. The County Administrative Board of Skåne wants to work on this within the project. Securing competence and increasing internal mobility is an effective strategy to reduce unwanted staff turnover and create a stable and prosperous business. Employee loans are about giving employees the opportunity to grow and develop within the organization by taking on new roles, responsibilities or projects. With good internal mobility, the business can both retain and benefit from existing skills, while the employees are offered development opportunities and can broaden their experience base. In addition, staff loans can contribute to a better understanding and increased collaboration between different parts of the organization, which can improve efficiency and productivity. In addition to staff loans, the County Administrative Board of Skåne has analysed the compensation development needs of employees in order for them to be able to meet the future labour market. The goal of the project at the individual level is for employees to develop new and relevant skills in order to be able to meet the changes that the labour market is facing. But also to build up a competence that allows the employee to develop in their tasks and feel safe in their future challenges. In the long run, it can make individuals more likely to even dare to try to work at other authorities through staff loans. At the organizational level, the goal is to develop structures to be able to work with staff loans but also to work with future skills supply needs and strengthen the conditions for sustainable skills supply. Staff loans can lead to the business not only benefiting from the existing skills, but also being able to retain qualified staff in the long term.
