One in ten young people in Sweden find themselves at some point in their youth in periods without work and studies with an increased risk of long-term exclusion. Public welfare actors face a significant challenge in providing these young people with good opportunities to participate in society. Municipal labour market units are responsible for supporting young people who have not completed primary or secondary school and motivating them to return to studies. There is a challenge in the fact that many of these young people do not actively seek help or support and therefore risk falling through the system's gaps. A report from September 2023 showed that 105 young people had been registered under the activity responsibilities of municipalities, but a significant proportion of them had no contact with the labour market units. There is also a group of young people who have no contact with any authority and risk becoming "home spectators." Previous reports have shown inter-municipal shortcomings in the management of activity responsibilities for these young people, including lack of cooperation and insufficient action plans. Today, many operations are carried out without being aware of what other entities or organisations are doing. There is still no comprehensive strategy from municipalities to effectively help these young people, and cooperation problems between different authorities and difficulties in motivating young people to return to study or work have been challenges. These young people form a complex and multifaceted group with varying causes of exclusion, including failed study or work attempts, ill health, substance abuse, social problems and disabilities. Long-term exclusion is costly both personally and socio-economically, and it increases the risk of future ill-health and unemployment. Effective support for this heterogeneous group requires active interaction between public actors at different levels. Collaboration should be both formal and flexible in order to adapt to individual needs. It is also necessary to plan long-term measures to avoid interruptions in work with these young people. The project aims to prevent long-term exclusion among young people in the Piteå-Älvsbyn area by creating supportive and motivating measures to facilitate a return to studies or to the labour market. The cooperation between Piteå and Älvsbyn municipalities, which have a favourable geographical location close to each other, is valuable for solving common challenges and promoting regional development. The aim of the project is to create supportive, motivating and solution-focused interventions in the Piteå-Älvsbyn area to prevent long-term exclusion among young people. The project will focus on several development areas such as strengthening cooperation structures, improving the flow of information, preparing for future changes, measuring and evaluating progress, improving support for young people and raising awareness and engagement. By using the Service Design method, the project will identify and develop needs for changing ways of working and collaborations to support young people. This work is intended to reduce the number of young people in exclusion and improve their chances of establishing themselves in society and in the labour market. An action plan for structured collaboration can support the development of detailed actions and responsibilities. In addition to Service Design, the project includes a review of the situation of young people not in employment, education or training (NEETs) in the area, joint study visits with other actors, development of cooperation structures, continuous evaluation and adaptation of interventions, and communication campaigns to increase awareness and engagement from both young people and society at large. The project aims to create long-term and sustainable solutions for young people not in employment, education or training (NEETs) in the Piteå-Älvsbyn area through tailor-made interventions, improved collaboration between actors and the promotion of skills provision and lifelong learning.
