The project draws attention to two marginalised target groups who, individually, live in very limited living conditions and who, in different ways, due to their status as perpetrators and victims of crime, are relevant to the public and political debate. One target group is gang criminals who for various reasons have chosen to break with the criminal lifestyle and are in need of protection due to a confirmed threat picture. The second group is people who have been subjected to violence in close relationships. This target group is, in contrast to defectors, victims of crime. The project will work with those individuals within these groups who, due to threats, have been forced to leave their home municipality. Today, these groups often fall outside the scope of labour market-oriented interventions. Obtaining one's own income and employment is crucial for the inclusion of these individuals in society. As it stands today, an individual placed in another municipality is offered support from a private provider that provides accommodation, support, treatment and practical support in the investment municipality. However, in many cases there is a lack of focus on the labour market in support of the individual. Individuals who are located in other municipalities are still registered in Malmö, which affects the opportunities for support in the new municipality. The focus on the labour market is not only about work and studies for self-sufficiency. Knowledge of the opportunities in the labour market can create positive prospects that strengthen the motivation to refrain from crime and negative lifestyles. It also creates hope for a new life for those who have been forced to change their place of residence due to domestic violence. Employment is a way to re-enter society, empower and break isolation. The aim of the project is to enable defectors and the VINR group to take control of their own lives, establish themselves in the labour market and become self-sufficient. The target group of victims of domestic violence is predominantly women, few younger men, with or without children, aged 18 and over. Domestic violence includes psychological, physical and sexual violence, or threats of violence, and can occur in any form of close relationship. Domestic violence is a major social problem and causes great suffering to both those involved and those close to them. The target group can come from all social groups, have varying ethnic origins, have mental or physical disabilities. There is no specific group that is subjected to domestic violence. The target group of defectors is people aged 18 and over with a significant criminal record and who have been active and often driven in the development of serious violent crime in Malmö. The target group consists primarily of young adult men, but there may be women, although this is very rare. Everyone in the target group has a serious threat to themselves and risks life and health and therefore has a need for protection. Defectors are usually young adult men who have lived an active criminal gang life but who want to leave the criminal context. The target group generally has a very weak connection to conventional society. They usually have a weak school background due to concentration difficulties and affective/aggressive problems. In addition, some kind of dependency problem emerges in the target group. It is not uncommon that they come from dysfunctional home relationships and that the social network consists mostly or only of criminal friends. The expected result of the project is that 60 defectors from criminal activities and 60 individuals who have been subjected to domestic violence, all of whom live in a new location, will receive digital guidance. 60 of the 120 participants in the project go on to work or study. The other participants should feel that they have made a step change. The goal is that of those who go to work or study, 50% are men and 50% are women. The project will help to facilitate the target group's establishment in the labour market and participation in education through guidance and support. Individuals should after projects experience that their empowerment has increased. They have also broken their isolation and experienced increased social inclusion. By reaching a target group that is currently not reached by indicative measures, more people will benefit from guidance, which in the long term will reduce both unemployment and exclusion. Research shows that the longer an individual is in exclusion, the harder it becomes to break it. In order to achieve these results and effects, the project needs to work actively with developing methods that work for the heterogeneous target group and create collaboration with other actors who come into contact with the target group.
