Norra Mellansverige and Värmland have high unemployment with many unemployed who are far from the labour market. Many people have ended up in financial vulnerability and exclusion because they have not been able to take advantage of the efforts of the Swedish Public Employment Service or their complementary actors. Several of them have ended up in systems that do not have the conditions to equip them to move forward and more have then ended up even further from the labour market. The target group includes particularly vulnerable groups such as people with ill health, short education, low knowledge and/or progression in the Swedish language and disabilities that negatively affect work ability. Many people also need financial assistance to cope with their life situation. In several municipalities, the number of people receiving income support is decreasing, while the number of people in long-term income support is increasing. For municipalities, this situation, in addition to the financial cost, means that the business sector cannot grow and meet its need to hire while reducing the tax base. In the Värmland SamWorkar project, the 12 participating municipalities of Arvika, Eda, Grums, Hagfors, Hammarö, Karlstad, Kil, Sunne, Storfors, Säffle, Torsby and Årjäng work together with Region Värmland's healthcare. The goal of the project is that unemployed people with income support or in financial vulnerability get into work, study or approach the labour market through step-shifting. The project focuses on working with goals at the individual level and focusing efforts primarily on participants. Planned activities in the project include: - Outreach and motivational work in order to increase activity and strengthen the individual's belief in opportunities for labour market establishment. - Multidimensional mapping with a holistic approach with planning of interventions based on mapping. - Rising and strengthening measures for step movement, e.g. working with structure in everyday life, increased autonomy, health-promoting activities and social training that reduces loneliness. - Promotion of employment, e.g.: labour market knowledge, civic orientation, employer-focused activities and matching to practice with adaptation and support. Coordinated support to the participant. Support and coordination of government contacts and care coordination. Adapted work-life-oriented interventions combined with medical treatments even during sick leave. - Build up and develop TRIS (Early Rehabilitation in Collaboration) as a model for care coordination in the county to give the project's target group increased opportunities to approach the labour market.
