The project's problem analysis is based on the regional structural problem that the proportion of UVAS, young people who do not work or study in Region Uppsala is too high and the trend is negative - that is, the number of UVAS does not decrease but increases and preventive measures must be taken to counteract the negative trend. Another dimension linked to this problem is the increase in young criminals that has occurred in recent years, especially the increasing risk of young people being drawn into crime that can be seen both as a cause but also as a consequence of the main problem. There are reasons for the problem at the individual level, the organisational level but also the structural level and the reasons are also linked to the horizontal principles of equality, accessibility and non-discrimination. Measures must be implemented to combat early school leaving, improve school outcomes, reduce the risk of young people being drawn into crime and increase collaboration between relevant actors in the region. All partners emphasize the benefits of a regional project where collaboration will be both an objective and a means to achieve the objectives. Project ISA 2.0 – Interventions in collaboration for young people in Region Uppsala 2.0 is a collaboration project in Region Uppsala for the target group young women, young men and young people of different genders aged 13-26 years. In ISA 2.0, nine parties join forces to help solve a common problem. The project owner is Region Uppsala and the partners are Enköping Municipality, Heby Municipality, Knivsta Municipality, Tierps Municipality, Uppsala Municipality Labour Market Administration, Uppsala Municipality Social Administration Uppsala Municipality Education Administration, Östhammar Municipality and the Coordination Association in Uppsala County. ISA 2.0 is an application project with a particular focus on applying proven methods and working methods to achieve the project's participants' goals. The ISA 2.0 project broadens and strengthens the ongoing work in the county within the framework of the ongoing ISA project (2023 - 2025), also against UVAS and financed by the ESF. With an ISA 2.0 project, more participants from the target group at risk of becoming UVAS will be reached. A major focus of ISA 2.0 is preventive interventions for participants down to the lower ages, 13 - 16 years. Another new focus for the project's preventive efforts in collaboration is aimed at pupils placed in schools in a municipality other than their home municipality. A target group that today lacks any targeted and coordinated action. The ISA 2.0 project aims to strengthen the transitions between school forms for the participants and to work outreach within the municipal activity responsibility, KAA. The ISA 2.0 project's focus on prevention will actively work to prevent young women, young men and young people of different genders from being drawn into crime. ISA and ISA 2.0 together cover the whole of Uppsala County's municipalities with efforts to reduce the proportion of young people who are not in employment, education or training (NEETs). The expected results of the project are; That organisations better meet the overall conditions and needs of the target groups That more individuals come into studies and/or work That more individuals complete regular education at primary, secondary and post-secondary level To develop collaboration with the individual's conditions That the project's preventive measures have led to a reduction in the number of young criminals That there is a prerequisite for a regional network with increased conditions for the target group in focus The project's expected effects in the long term are to contribute to; Improved conditions to get into work and contribute to labour market knowledge for increased motivation. Models for collaboration have been developed, evaluated and tested.
