Östersund faces major skills supply challenges. In addition to the general skills shortage, the forecast is made more difficult as the municipality is facing several large business start-ups and expansions. Planned investments with side effects are expected to create between 7,000 and 10,000 new jobs in Östersund Municipality by 2032. In order to meet the large skills supply needs in Östersund municipality, the municipality needs to work with increased occupancy. In particular, two groups that are mobile have been identified: Students and new families. This project wants to test a new way of working to reach a new group. Today there are about 300,000 people living with temporary residence permits. In recent years, laws and regulations have changed, which means that the conditions for obtaining a renewed residence permit or being able to convert it into a permanent residence permit have become more difficult. An important basis for being able to obtain a permanent residence permit is to have a permanent employment. Many in this group therefore have strong reasons to consider a move if it means a secure income. To investigate the group's interest and propensity to move, samples have been made through social media, where people around the country have been asked questions. Overall, the result is that there is an interest, smaller in some places such as Stockholm, Malmö and Gothenburg and larger in other places in Norrland, Småland and Dalarna. The project idea is to focus on this target group and to test a model that builds a structure for a quick match of national skills with local employers. During the first year of the project, a digital platform will be built. The purpose of the platform is to attract people to move into Östersund. There, jobseekers in the target group can add a profile and local employers can get in touch with relevant skills. In parallel, work is being done with the employers to inform them thoroughly about the conditions that apply for the employment to apply. The main goal is to test a new method that can contribute to the supply of skills through an increased influx of relevant skills and where employers are helped to find new ways of recruiting outside their existing structures. An indirect effect of the project is that it will be a more inclusive recruitment process. Many in this group are excluded from the labour market because their skills are not validated in the same way as people born in the country.
