The preliminary study Links aims to work with the challenges of long distances and limited access to education in Upper Norrland, especially in adult education in southern Norrbotten (VSN). The preliminary study intends to explore the possibilities to improve the accessibility of education through collaboration between the municipalities of Piteå, Luleå, Boden, Kalix, and Älvsbyn, using digital tools. By mapping the current technical capacity of VSN learning centres, the pedagogical needs of VSN teaching staff, and by exploring how Vårdlab in Piteå can be equipped for distance-spanning training, the project hopes to identify development opportunities that could eventually strengthen regional skills supply and promote lifelong learning, in line with the horizontal principles of gender equality, non-discrimination, and accessibility. To achieve their goals, Links plans to conduct a series of activities, including two surveys aimed at VSN teaching staff and students, as well as interviews among teaching staff, technology inventories at learning centres, and study visits to other education providers and fairs to gather inspiration. The project is firmly anchored in VSN's existing cooperation structures and is designed to address the region's unique challenges of sparse population and demographic change. By highlighting the digital competence and infrastructure of VSN's learning centres, Links aims to investigate whether there are more accessible and flexible educational opportunities for residents of VSN, which is crucial for the region's continued development and attractiveness.
