Jämtland Härjedalen faces major challenges linked to skills supply. An ageing population and a declining population in several municipalities pose challenges to re-growth in the labour market. The region needs to increase the number of inhabitants to meet future welfare challenges, while many employers in the region testify that it is difficult to find the right skills. The county has relatively low unemployment. Large business start-ups in the north, as well as in the county, and the high retirement rates mean that the workforce from Sweden alone will not be enough. Geographical and demographic conditions hinder the efficient use of resources and skills to carry out skills attraction work at municipal/local level. Local authorities' and local employers' resources are often insufficient to attract, welcome and integrate national, but above all international, skills to a sufficient extent. There is currently a large variation between industries regarding established workforce with non-Nordic mother tongue, and there are clear challenges regarding attitude to and ability to attract, recruit and integrate international workforce. One of the four focus areas identified in the Plan for Regional Skills Supply Jämtland Härjedalen is Strengthen the work of attracting and retaining skills. This project will also contribute to improving conditions and the overall ability to attract the skills that are particularly important for the county's continued development. The project also contributes to Regional Development Strategy RUS: In 2050, we live in Jämtland County in an environment that is both innovative and sustainable to live, work and develop in. We live in a tolerant society, which is equal, equal, multicultural and cohesive. Through the project's efforts, we want more individuals to be established in the labour market and more employers to have their skills needs met. Rusta County's employers in both the private and public sectors for changes and structural changes in the labour market. We will develop a method and implement a "digital international house" - a kind of digital international immigrant service developed for the region's/county's conditions. Increase employers' knowledge about attracting and integrating international skills, by implementing knowledge-raising and preparatory efforts to attract, recruit and integrate international skills. Analyse and map potential target markets in an international and national market. By identifying specific markets and target groups where we can recruit skills that fit the needs of our industries. Test printing of digital campaigns according to the model developed in the project against the target markets we have identified through the analyses. Further develop the digital ecosystems (websites, social media, CRM systems) and functions that have been built up together with organizations in the county, especially with a focus on international markets. Work actively with advocacy and collaboration at the national level to address shortcomings in national structures for labour immigration.
