Like the rest of Norrland, Västernorrland is characterised by a low population density and an ageing population. In relation to the ongoing structural change in the region, with new establishments and growing businesses requiring increased skills supply, high demands are placed on the municipalities to meet the needs of the business sector in order to create sustainable growth throughout the region. The project SAM - Strengthened attractiveness and reception capacity in the High Coast and Sundsvall region, will meet the ongoing societal transformation that requires coordination and capacity strengthening of local and regional structures to meet the need for increased skills supply. The project will ensure smooth and tailored support for national and international skills that choose to move to the region for work. Together, the project will contribute to an attractive labour market region where people choose to move to. The project is based on the vision of the action plan and, above all, the second sentence of the vision: Mellersta Norrland offers attractive habitats for everyone with good opportunities for support, development and lifelong learning for individuals, companies and organizations. The private sector and the public sector have the skills and innovation to meet the future in a long-term sustainable way." The focus of the project is on priority 2: The right skills in a changing labour market and priority 3: Improved conditions for a long-term sustainable and inclusive labour market. The areas in the call for proposals the project will be implemented towards are Collaboration and organization The goal we intend to work towards is: More employers have their skills needs met and more individuals are established in the labour market. The project will not work directly with individual companies, but with existing networks that companies, municipalities and other actors have. It is a structural project so that individuals are established in the labour market is an indirect effect and long-term goal. Actions that the project will primarily look at structures and methods for are: - Develop new ways of utilising skills and providing competence for operations as a result of challenges linked to sparse geography. - Promote new ways of working and practical opportunities for widening recruitment, job sharing and skills mobility in the workplace. - Strengthen conditions and develop new ways of working around the reception and coordination of trainees and students in need of different forms of work-based learning. - Develop and/or strengthen structures for skills analysis, validation and study and career guidance, as well as improved collaboration between actors in order to strengthen skills supply and improve individuals' opportunities for labour market establishment. - Strengthens collaboration between education actors and relevant actors in working life and associations. - Strengthens collaboration between public (and/or non-profit) actors in order to gather and coordinate societal functions with a wide geographical spread. The project will work with all or part of the above actions and will also collaborate with relevant structures within the other actions in call for proposals program area D. The project's created structures will work towards the national strategy for sustainable development, Regional Development Strategy for Västernorrland, RUS2030, and other strategies for development and skills supply in the region. The national strategy points to sustainable development in all parts of the country. Strengthen the development capacity of cities, urban areas, sparsely populated and rural areas and reduce disparities. The opportunities to live, work and work throughout the country will be improved. Attractiveness, reception capacity and inclusion are key to success.
