Preliminary study Move to Luleå

Luleå and the region need to change up the work of attracting more people to move in to successfully meet the needs for skills and avoid different sectors cannibalizing on each other. Already today, both public and private employers find it difficult to recruit, a situation that is expected to escalate in northern Sweden. The consequences if we do not succeed in breaking the trend may be a lack of establishment, that fly-in/fly-out solutions are becoming more common and/or that the public sector is becoming even more crowded in terms of the ability to recruit skills. The preliminary study Move to Luleå wants to investigate the possibility of attracting immigrants from three selected EU countries around the Baltic Sea. The initiative is based on a factual basis that LTU Business has developed on behalf of Luleå Municipality. The purpose of the study is to 1. Building knowledge, interfaces and interactions with regions/municipalities in three of the identified countries/markets: Poland, Lithuania, Latvia 2. Suggesting how the work can be organized and resourced in the longer term at home in the region to create continuous migration from the Baltic Sea region 3.Describe what the project composition and collaboration may look like in an upcoming implementation project with identified regions/municipalities in the identified countries In spring 2023, Luleå Municipality, the Labour Market Administration, hired LTU Business to investigate which "markets" outside Sweden could be successful to process for migration to northern Sweden. The method was the same as when examining markets for the export of goods and services. The tool is a market prioritization matrix developed by Business Sweden to select target markets for export. For Luleå Municipality, the model was reversed to compare different markets/countries identified with the highest potential to attract immigrants to Luleå. The delimitation was made by EU countries and a number of parameters were examined: unemployment, migration patterns, share of the population aged 25-54, physical distance, values, etc. Based on an intricate selection matrix that also weighed in the probability of success, a top five list was presented, where four of the countries are located around the Baltic Sea. In the preliminary study, the work will be limited to three countries/markets: Poland, Latvia and Lithuania. During the pre-study period, the project needs to identify and establish contact with regions/municipalities in order to start building relationships. Meetings, dialogue and communication about opportunities for work and education, what it is like to live and live in Luleå becomes obvious content The preliminary study will integrate the perspectives of gender equality, accessibility and non-discrimination. In parallel with the work towards the designated countries, there will be work at home to plan for how attraction, movement, establishment and inclusion will be organized. The work also needs to be coordinated with adult learning opportunities around validation and complementary education. During the pre-study, contacts with other, similar projects that are ongoing in the region will be established, such as Move up North, in order to exchange experiences and create synergies in the long term. Dialogue and cooperation with Region Norrbotten is also important, as it is the actor responsible for regional development and in many cases coordinates the work of the municipalities.
