Despite the fact that the labour market is good, there are too many people who are currently outside the labour market and they usually have complex life situations. We need to build capacity through strengthened and relevant collaboration to find needs-adapted solutions for the individual. This requires the development of new ways of working, both for those in need of pre-rehabilitation efforts but also for the staff working with the target groups. We need a model that focuses on different parts of the individual's life to increase the opportunity for the individual to have a better life and approach their own livelihood. This is a work that requires collaboration between different actors and we need to develop a collaboration model that can result in a clear structure for how, in collaboration with the public and non-profit sector, we can jointly support the individual closer to their own livelihood. A mapping of the individual's entire life situation is very central, hence a reference group is required to be able to design the work on collaboration.
