In summary, the public sector and the idea-based sector will, through the preliminary study, explore and promote innovative collaboration. In order for concrete collaboration to be possible, several new tools are needed so that collaboration takes place on adapted terms. The pre-study intends to create a broader understanding of each actor's prerequisites and opportunities to collaborate in a context of external and law-driven changes. Existing cooperation structures need to be adapted to the new challenges. The exploratory approach of the preliminary study will promote a new thinking among participating collaborative actors, and in the long term contribute to a more sustainable labour market where horizontal principles are a fundamental pillar. Within the framework of the new thinking, the preliminary study relates to a holistic perspective regarding participating actors' roles, responsibilities, culture and abilities and how this can be applied to methods, models, forms of funding and dissemination of knowledge.
