Collaboration school and social services, school attendance

There is still a relatively large proportion of pupils in grade 9 who are not eligible for a national upper secondary school programme and there is still a relatively large proportion of pupils in upper secondary school introduction programmes and national programmes who do not obtain a secondary school diploma within 3-5 years. The reasons why students do not complete their education are complex and often go beyond the field of knowledge that teachers possess. The fact that teachers spend time on relationship-building with students is a prerequisite for learning, but certain needs linked to, for example, mental illness and NPF diagnoses, teachers are not trained to meet. In addition, the National Agency for Education's forecasted teacher shortage and SKR's report on staff shortages in welfare in general. This means that existing teachers need to teach more students, thus spending more time on teaching. In order to meet both the changing student need and the forecasted teacher shortage, there is a benefit in supplementing teachers' competence with that of other professions. One example is the skills that social services possess. It is recognised that it is good for pupils to complete studies if there is a well-functioning collaboration between school and social services, while at the same time there is a lack of much research and evaluation in the area. The social services' opportunities to meet children and families in vulnerable situations early in life and to work promotion and prevention also need to be strengthened through an expanded and well-functioning collaboration with the school. In light of the current research situation and the potential for more students to complete their studies when there is good collaboration between school and social services, the Gothenburg region is seeking a grant for a preliminary study. The ambition is to map existing collaboration in the region in order to be able to identify goals and target groups for collaboration, identify success factors and challenges in collaboration regarding the organization and see which competencies are desirable for the assignment. In addition to contributing through this procedure to the national state of knowledge regarding the interaction between school and social services, a regional survey creates opportunities for future: • Strengthened knowledge base for effective organisation of school and social services in school social work • Regional structures for skills development efforts for positions in school social work • Regional exchanges of experience for positions in school social work • Regional structures for monitoring and evaluating school social efforts in collaboration • Greater compliance with working methods, which means a simplification for employees to move between municipalities and between units within their own municipality The results of the preliminary study can also be used by GR's member municipalities in the application for state subsidies for school social teams. The focus of GR's preliminary study is therefore both Skills Supply and Lifelong Learning ("Actions shall result in individuals completing regular education at primary, secondary and post-secondary levels") and Social Sustainability ("the national funds within the priority area shall contribute to more pupils completing school with full grades"). Increased regional knowledge at the organizational level, both in the municipalities' activities and within GR as an organization, about collaboration between school and social services in order to increase school attendance. Objectives at the structural level Increased regional knowledge at the structural level about collaboration between school and social services in order to increase school attendance. For this preliminary study, "identify organizational and/or structural capacity or competence needs or shortcomings related to collaboration" and "in ongoing collaboration identify competence or capacity needs and organizational and structural conditions for developed collaboration in order to strengthen individuals".
