Russia’s invasion of Ukraine in 2022 has prompted EU Member States to activate the Mass Refuge Directive. In Sweden, the Directive has been extended until March 2024 and is expected to be extended for another year. The Swedish Migration Agency estimates that around 10,000 Ukrainians will seek protection in Sweden in 2024. Piteå municipality has so far received 122 Ukrainians in the last two years and is expected to receive more in 2023 and 2024. The municipality currently runs two projects focusing on work integration and learning for Ukrainians. However, there are concerns among Ukrainians about what to do when projects run out, and more support is needed to harness their skills and knowledge. The goal is to offer personalised learning to strengthen the participants' position in the labour market and increase the experience of social inclusion. To achieve this, we plan to establish a "learning cabin" that offers pedagogical support and career learning integrated with working life according to participants' individually adapted plans with the goal of self-sufficiency.
