Care City of Stockholm

The situation of Ukrainian refugees covered by the Mass Refuge Directive is challenging. With the restrictions that follow the Mass Refugee Directive, the target group has difficulties in establishing itself in the labour market, taking part in studies and becoming a part of society. The uncertainty about whether the target group can stay in Sweden or not, together with the group's experiences from the war and living in exile, contributes to increased ill-health and anxiety. Unemployment is higher and exclusion is higher among women and persons with disabilities. As we are now facing another recession after the pandemic, this group, among other things, risks being hit harder, as unemployment in Stockholm is higher among foreign-born people than among native-born people and inflation hits groups that have a response position on the labour market harder. In addition to the limitations that come with the Mass Exodus Directive, there are obstacles at individual and structural level. At the individual level, the reasons for the lack of establishment in the labour market and inclusion in society include knowledge of Swedish society, language barriers, lack of networks, difficulties in contact with authorities and ill health. At the societal and organizational level, it involves limited support from authorities and municipalities, the lack of simple jobs, discrimination and collaboration around the target group at the individual level. The consequences of the problem are great both at the individual and societal level. The overall objective of the ‘Collected Support for Ukrainian Refugees’ project is for men and women covered by the Mass Refugee Directive to get into work, study or closer to the labour market and feel social inclusion and inclusion in society. The project will contribute to a strengthened collaboration between the actors working with the target group, especially so-called Care projects, to identify and develop efforts for the target group and contribute to each other's work. Participants in the project will be reached, among other things, through the outreach activities, which will be developed within the framework of the project, Welcome house, the city's housing and young people in the center. Participants will be offered support in their mother tongue, social activities, labour market interventions, community information and health promotion activities with the aim of facilitating labour market establishment, strengthening the health and well-being of the target group and increasing social inclusion in society.
