Gotland Forward – a skills arena for everyone

On Gotland, we want to create better conditions for individuals who need support to get a job. Not only do we want them to get a job, but it should be a job that is sustainable over time, provides a lasting livelihood and where the individual can develop and feel involved. Through collaboration and collaboration between authorities, public organizations and the local business community, we create a clearer and more effective way into the labour market and society for those individuals who are currently in exclusion. We want to build a common arena for the labour market and skills supply with a focus on the individual's needs and capacity. Through a joint effort, we want to make a powerful move forward – Gotland Forward – a skills arena for everyone starting after the summer. Here we test methods and look at how other Regions managed to achieve good results for the individual and then implement and let the good cooperation live on after the end of the project. Stakeholders in order to achieve a better and more sustainable flow for the individual include; Region Gotland, Growth Gotland, FINSAM, entrepreneurship associations, Folkuniversitetet, integration activities, the Police and Public Employment Service and Health throughout life- Good and close care. Efforts are made all over Gotland regardless of where on the island the individual lives, but we will in a sub-project make an investment in Hemse as the OECD has identified Hemse as a place with extra need for public services. There is also a history of being a place of placement for social services and many individuals were received in connection with the refugee flows in 2017 and 2022. The state initiative Health throughout life has made an extra investment in Hemse Vårdcentral where we need a jacket in with labour market initiatives for those individuals who lack employment and live in exclusion but are finished from a care perspective. Often it is the feeling of being needed and having a job to go to that is the last piece of the puzzle for the individual's well-being. Very well done on Gotland, but we need to sync up and find forms of collaboration, which in turn provides synergies for the individual. Gotland's seasonal labour market means that several individuals have a recurring seasonal employment and then return to a public livelihood. Something that, for some, can last for an entire professional life. Individuals with long-term unemployment, mental illness or other health challenges can easily end up between society's various support and compensation systems, which in turn leads to exclusion. There is an imminent risk of ending up in a loop between the commitments of different public actors. This often results in short-term and ineffective efforts for all parties. With this initiative, we want to work together to help the individual to a full-year solution for their livelihood by being able to pilot between industries that need labour or education towards jobs. For the Gotland employers want to help them become more inclusive and think more broadly in their recruitment and be able to navigate the forms of support available for employment. In order for each Party to achieve its objectives, structured and effective cooperation is required. We want to create a seamless, more efficient flow between public actors working with labour market interventions of a preparatory and educational nature, the hiring party and the individual who is far from the labour market. By acting together, we achieve synergies that promote those individuals with an increased need to establish themselves permanently and sustainably over time in the Gotland labour market.
