Young people who have not completed upper secondary education are at particular risk of falling into the group of young people not in employment, education or training (NEETs). For some of them, this is a temporary situation, for others it is something that lasts a long period and risks leading to exclusion. In order to encourage more young people to complete their education, it is important that efforts to prevent drop-outs are put in place early. Targeted measures already in primary school can affect young people's ability to gain access to upper secondary school and thus increase the likelihood of being included in the labour market. In order to succeed with a future establishment in the labour market, it is important to work with a sustainable chain from primary school to upper secondary school and then on to working life. In this project, the City of Malmö intends to work with the entire chain in order to promote inclusive and sustainable transitions for young people at risk. The project will work with three sub-actions. The target groups of all sub-actions are based on a similar problem where problematic schooling risks leading to long-term exclusion and where transitions between school forms, treatment efforts and/or working life are particularly vulnerable. The project will work on the following sub-actions: - Action 1 - Malmö pupils in grades 7-9 with extensive school absences The target group is 60 pupils divided into 30 girls and 30 boys in Malmö city's primary schools in grades 7-9 with 100% absence for at least three months. - Action 2 - Malmö youth aged 13-19 who are or are at risk of becoming a target group in KAA The target group is 150 young people divided into 75 girls and 75 boys in the area of “Söder” who are or are at risk of becoming a target group in KAA and who are in need of coordinated reinforced efforts. - Sub-action 3 - Malmö youths placed according to LVU at special youth homes (SiS) The target group is 30 Malmö youths divided into 10 girls and 20 boys from 13 years, placed at SiS special youth homes. The project will work with different needs-based methods in the operational work to reduce the risk that young people in the city of Malmö will belong to the uvas group and suffer from poverty and/or social exclusion. Given the different age and needs of the direct target groups, the sub-actions will work with different methods and actions in the implementation. All methods in the project are based on the individual needs of the young people. Learning and exchange of experience within and between the sub-actions provide positive synergies for the implementation and results of the project. The aim of the project is to reduce the risk that young people in the city of Malmö will belong to the uvas group and suffer from poverty and/or social exclusion. The project intends to work across management with relevant actors and organisations, both preventive and follow-up with different actions at the individual level, to develop sustainable methods and structures at the organizational level to facilitate problematic transitions. The overall objectives of the project are to: 1. There is equal support for young people, aged 13 and over, to manage the transition to upper secondary education and have the conditions to complete their upper secondary education. 2. A higher proportion of pupils remain in studies and have completed their primary or secondary education. 3. Collaboration and forms of cooperation between, for the project's sub-actions, relevant actors have been strengthened. 4. The organisation in the school, regarding the project's current transitions for the overall target group, has been strengthened based on the individual's needs. Expected effects of the project are that school dropouts have been counteracted, problematic absences have been reduced and exclusion has been reduced and counteracted.
