Learning and Development Financial Co-ordination

Dalarna, Gävleborg and Värmland counties, together with Norra Mellansverige, are a transition region in terms of growth and knowledge development, and face challenges linked to managing skills supply and continued productivity growth. There is therefore a great need to harness the abilities of all residents and to create opportunities for increased access to the labour market. In the Swedish labour market, there are unequal opportunities to get and keep a job and these problems remain regardless of economic activity. People with short education, people with disabilities or illnesses that affect their ability to work, the elderly and foreign-born have the hardest time getting and keeping a job. The support to these target groups exists but reaches far from everyone and is often too complicated and complex designed to benefit the individual. The work-life rehabilitation is currently divided between several authorities and activities with different areas of responsibility and different regulations. Coordination problems exist and manifest themselves, for example, when authorities, health care and municipal activities double-work and/or shortcomings in the meeting with or in interventions for the individual due to unclear responsibilities or lack of information. Problems around coordination can also be manifested by people falling between the cracks when several relevant authorities focus on their core tasks. The Financial Coordination Act was designed to bridge the gap between authorities when it comes to complex challenges. Coordinating associations shall support and develop cooperation between the members in their work for individuals in need of coordinated rehabilitation. In the project Learning and Development Financial Co-ordination, all 12 co-ordination associations in Dalarna, Gävleborg and Värmland will create sustainable structures for continued learning and exchange of experience, which will lead to more effective joint government support for those people who are in need of rehabilitation in order to be able to enter the labour market and reach their own livelihood. The project's efforts consist, among other things, of skills-enhancing efforts, training of educators and networks to create conditions for continued sustainable learning and development. The target group for the project is the staff of the federations and the authorities concerned (municipalities, regions, the Public Employment Service and the Social Insurance Agency). Through increased knowledge and consensus, the coordination associations in Norra Mellansverige will be able to contribute to a more cohesive and effective coordinated rehabilitation that increases the effectiveness of government collaboration around individuals so that they get to work faster.
