Digital Competence Lift

The Digital Skills Boost project has as its overall impact goal competence development for employees in digital skills based on each person's professional role, prior knowledge and prerequisites. Working closely with users using agile methods is crucial for services to deliver citizen benefits. In order to achieve the impact goal, we are working in the project concretely towards two underlying project goals C. Higher digital maturity D. Structured and continuous skills supply The problem that the project "Digital Skills Boost" wants to solve is that the cultural administration as an organization has a low digital maturity and that employees at the individual level need to develop experience and skills in digitization. At the same time, our citizens are increasingly expecting to meet cultural management in new digital channels, as well as in traditional museums, libraries and cultural schools. The cultural area has historically taken place in the physical space, but the movement to the digital was accelerated by the pandemic. The cultural administration therefore needs to continue to develop new digital offers, services and ways of working to meet this development, as a complement to the physical art exhibition, music lessons and other cultural events. Nacka Municipality's cultural and leisure unit faces similar challenges, with citizens demanding digital alternatives and employees in need of skills development. The Nacka municipality's cultural and leisure unit is therefore a participant in the project's implementation phase. By examining how the project's methods can be used in a smaller municipality, with a different organization and delivery model, we create the conditions for learning to benefit more municipalities in the Stockholm region in the long term, thereby strengthening the vision in RUFS 2050 that the Stockholm region is Europe's most attractive metropolitan region. The project also plans to promote knowledge sharing internally across departmental boundaries and with external partners. To achieve the project objectives, we work within the project with four sub-projects, with partly different methods and approaches, which we call the project's four pillars: 5. Method training in user-driven development of digital services using agile methods such as UX and Design Thinking, based on sharp cases. 6. Strategic competence provision - further developed process, working methods and tools for systematic competence assessment and aggregation of competence needs for digital skills. 7. Increased Digital Maturity – using the research-based method DiMiOS (Digital Maturity in the Public Sector), the digital maturity of the organisation is measured and increased, a prerequisite for effective digitalisation. 8. Explore forms of learning - providing continuous competence development for employees based on the needs identified in employee conversations and digital maturity measurement (pillars 2 and 3). The target group is all employees in the City of Stockholm's cultural administration, employees in Nacka's municipality's cultural and leisure unit and Nacka's cultural production. In all parts of the "Digital Skills Boost" project, we will work according to the organisations' already established working methods for gender mainstreaming, anti-discrimination and equal treatment. A major focus is therefore, throughout the project, to create participation and accessibility for all participants based on each person's ability. The project will carry out transnational cooperation with Espoo, Amsterdam and Berlin to gather knowledge and exchange experiences and lessons learned on how other European cities work with digital cultural offerings. By the end of the project, all employees in the Culture Administration and participants from Nacka Municipality's Culture and Leisure Unit have increased their digital competence and the organisations have higher digital maturity, in order to meet Stockholm's demands for a strengthened range of digital services in the field of culture. Lessons, methods and working methods have benefited several municipalities in the Stockholm region. The project "Digital Skillslift" contributes to meeting the EU's goals for the digital transition 2030, Lifelong Learning, cohesion policy to promote work and education to create a skilled Europe, as well as the Baltic Sea Strategy on Culture and RUFS 2050 to contribute to the Stockholm region's goals as a strong region of knowledge. The project also contributes to the ESF+'s goal of stimulating skills development in digitalisation and increasing the opportunity for an inclusive and sustainable working life for all citizens, as well as strengthening the transition capacity of participating organisations.
